Mr. Oyeneyin stated we are looking to open a psychiatric rehabilitation program (PRP). Mr. Oyeneyin
stated it's mostly based on therapy, and through therapy and the rehabilitation part of the business is
helping adults, with housing, looking for jobs, and just basically how to navigate social services, for
people that actually need help. Mr. Oyeneyin stated for young kids, we also provide services like
aftercare, after school programs and just different ways to keep the kids engaged and involved in the
community. Mr. Oyeneyin stated apart from all of that, we do mostly therapy for adults and kids.

Mr. Wiseman called the meeting to order at 6:00 p.m. He stated the first item on the agenda is
approval of the minutes from the April 6, 2026 meeting. Mr. Wiseman called for a motion to
approve the minutes.
MOTION: Motion was made by Mr. Ginder to approve the minutes from the April 6, 2026
Planning Commission meeting. The motion was seconded by Mr. Thompson with the
remaining Commission members voting as follows: Mr. Mueller – Aye; Mr. Jones - Aye Mr.
Manuel - Aye; Mr. Wiseman – Aye. The motion passed unanimously.

The Mayor & Commissioners of the Town of Elkton (the "Board") held a regularly scheduled
meeting on this date at 6:00 p.m. The following persons attended the meeting either in person or
virtually: Mayor Robert J. Alt; Commissioners Jean A. Broomell; Charles H. Givens, Sr.; Robert
M. Massimiano; and Earl M. Piner, Sr.; Town Administrator Lewis H. George, Jr.; Sr. Assistant
Town Administrator Al Wein; Sr. Administrative Specialist Catheline Adams; Director of Finance
D. Tyler Home; Chief of Police Carolyn Rogers; Director of Public Works J. Daniel Handley;

Mayor Alt called the meeting to order at 6:00 p.m. and lead the participants in the Pledge
of Allegiance.
ACTION: The minutes of the March 04, 2026 meeting were approved on a motion made
by Commissioner Givens. The motion was seconded by Commissioner Massimiano and approved
by all present with no corrections.
ACTION: The Financial Report and bills submitted for payment were approved on a
motion made by Commissioner Piner. The motion was seconded by Commissioner Givens and
approved by all present.
Sr. Assistant Town Administrator Al Wein presented an update on the process for

Mr. Chastain called the meeting to order. He asked if there were any corrections or additions to

ACTION: Motion was made by M s. Schwartz to approve the minutes from the February
19, 2026 meeting. The motion was seconded by Ms. Hicks with the remaining Bo ard

posted on both the Town of Elkton’s website and its official Facebook page for public review.
Automated Photo Enforcement of Speed Violations by RedSpeed – Presentation
Lt. Finch provided a brief introduction to the potential benefits of implementing an
automated speed‑citation system.
Mayor Alt reiterated that the purpose of the presentation is to address the safety concerns
