Nate Ellis, Public Finance Law Group, briefly outlined the proposed Plato -Highway 81
Economic Development Project Plan and proposed Increment District No. 1, City of Duncan.
Mr. Ellis explained what the Tax Increment District No. 1 -City of Duncan was. He explained
the process of the proposed TIF, details and the location.
Mr. Ellis noted that the project was not to exceed $18 million.
Mr. Ellis noted this was the 2nd of 2 public hearings . The 1st public hearing being held on
May 26, 2026. He explained that the TIF Ordinance is to create Increment District No. 1 (Plato
Road-Highway 81 Economic Development Project Plan).
Mayor Armstrong then opened the public hearing for public comments.

General Manager Chris Deal advised that on May 14, 2024, the Chairman and Trustees
approved a contract with ADG Blatt for professional services for the design and
construction administration for the new Fire Station #4 located at Highway 81 and
Camel back.
Mr. Deal advised that this pay request is for costs and services through February 28, 2026,
and represents 40% of the total contract.
General Manager Deal recommends that Chairman and Trustees approve Pay Requests No.
14 for professional services rendered in conjunction with the new Duncan Fire Station No. 4
for the total amount of $4,9555.33 to ADG Blatt.

Donna Bitsche and Traci King, with the Oklahoma Water Resources Board (OWRB)
presented the City of Duncan with a check in the amount of $13,335,000.00.
Mayor Armstrong explained that this is a debt that covers new water lines, etc.
