I hereby make a call for a Special Meeting of the Common Council to be held on Monday, August
31, 2026 at 6:30 p.m. in the Common Council Chambers, Municipal Building, 255 Main Street,
White Plains, New York, to hear presentations regarding: (1) an extension of site plan approval for
a project located at 20 Haarlem Avenue, 27 Holland Avenue & 7-11 Holland Avenue, White Plains,
NY; (2) an application for Master Retail Signage Plan for property located at 25 North Lexington
Avenue; and (3) a proposed Amendment to the White Plains Municipal Code Section 6-4 relating

09/02/2026 Site plan, both dated July 12, 2024 and prepared by Dimovski Architecture, PLLC, indicates
the site development of an existing one (1) family premises into a Buddhist Temple and
associated structures. The proposed project, located in the R1-30 Zone, is an environmentally
sensitive site, and consists of alteration a nd conversion of the single family dwelling into the
parish rectory which will now become a non -conforming structure, and the addition of the
Temple and Tibetan artifacts buildings and three (3) other accessory structures. The proposed
Temple, Artifacts Building, Pavilion, Bridge as well as most of the Sycamore Lane parking lot
additions will be located within the 100’ wetlands buffer area surrounding the delineated
wetlands, as defined in Section 4.4.25.5.2.2 of the Zoning Ordinance. The proposed principal
structure will be located approximately 10’ -0” from the delineated wetlands boundary.
Therefore, an area variance is requested for this wetlands buffer encroachment. In addition, the
proposed development will require the following area variances:

The White Plains Planning Board will hold public hearings on July 21 for site plan applications for single-family houses at 1020 and 1024 Hall Avenue, both on environmentally sensitive sites. The board also adopted minutes from May 19 and approved a one-year extension at 126 Woodcrest Avenue. The White Plains Planning Board postponed the vote on a site plan amendment for an in-ground swimming pool at 1148 Mamaroneck Avenue to the August 18, 2026 meeting because there were not enough members present to vote. The Board also voted to send a letter to the Common Council stating it has no objection to a one-year extension for the Brookfield Commons Phase 3 project at 161 South Lexington Avenue. Additionally, the Board granted a one-year extension for the subdivision approval at 2 Hunting Ridge Road.

A motion to open the public hearing was made. The motion was seconded and
carried unanimously.
Christopher Carthy, representing the applicant, stated that the proposed project
has not changed since the last approval by the planning board in 2023. The
previous approval expired. He noted that a neighbor has concerns about
potential changes in drainage related to a swimming pool installed, but that the
stormwater mitigation plan will decrease runoff of from the property.
Sarina Russell asked how a swimming pool would collect water.
Mr. Carthy explained that, since the water level of the pool is typically 3-4
inches below the patio line, which leaves capacity within the pool to be filled

ADJOURNED TO Application to construct a Buddhist Temple. A review of revised Drawing A-2 and proposed
09/02/2026 Site plan, both dated July 12, 2024 and prepared by Dimovski Architecture, PLLC, indicates
the site development of an existing one (1) family premises into a Buddhist Temple and
associated structures. The proposed project, located in the R1-30 Zone, is an environmentally
sensitive site, and consists of alteration and conversion of the single family dwelling into the
parish rectory which will now become a non- conforming structure, and the addition of the
Temple and Tibetan artifacts buildings and three (3) other accessory structures. The proposed
Temple, Artifacts Building, Pavilion, Bridge as well as most of the Sycamore Lane parking lot
additions will be located within the 100’ wetlands buffer area surrounding the delineated
wetlands, as defined in Section 4.4.25.5.2.2 of the Zoning Ordinance. The proposed principal
structure will be located approximately 10’ -0” from the delineated wetlands boundary.
Therefore, an area variance is requested for this wetlands buffer encroachment. In addition, the
proposed development will require the following area variances:
