event. He noted that this was his fourth appearance before the Council regarding the
matter and stated that, unlike his previous appearances, he had not prepared a written
statement. Mr. Judah expressed concerns based on his personal beliefs, experiences,
and observations, stating that he believes the event would have negative impacts on
the community. He referenced conversations with individuals who had relocated from
other areas and expressed concerns about societal and cultural changes occurring
throughout the country. He shared that these concerns have influenced his family's
decision to relocate and stated that he is in the process of selling his business and

Mark Hernandez addressed the Council regarding a prior incident involving former
Seguin Police Officer Godinez. Mr. Hernandez stated that at a previous meeting on
April 7, he spoke about an incident in which he alleged Officer Godinez used
excessive force against his child, resulting in a concussion. He stated that
approximately 43 days later, Officer Godinez was involved in another excessive force
incident that led to disciplinary action by another officer and ultimately to his
termination. Mr. Hernandez expressed that the community does not want officers who
engage in misconduct serving in the department. He stated that speaking out against
misconduct should not be viewed as being anti-police and emphasized that allowing
bad officers to remain on the force harms the reputation of good officers. Mr.
