Okay. Thank you. Mr. Cobb, are we ready? Yeah. Okay. You guys good? Patrick, we're good. Yes. Good. All right. We'll call this work session to order. We have four members of council present. We're missing council member Botaford. And we're going to start out with public comment. Do we have anyone in the audience that would like to address council at this time? Seeing that there's no one in the audience, I will close public comment. And we will move on to our second order of business, which is the doctor's court extension update. Mr. Cobb. Thank you, deputy mayor. Tonight, we're coming to you to request direction on whether or not to move forward with the next phase of the doctor's court extension project. This project is part of our mobility plan as well as our comprehensive plan. It is a project to extend doctor's court from its current terminus westward to Oviedo Boulevard. Kim Lee Horn, one of the city's consultants, has conducted an engineering study. And so they're here tonight to present their findings. And I will turn it over to Mr. Yeargain, and he can get us started and introduce the folks from Kim Lee Horn. Thank you, Brian. You took most of what I was going to say, but I did want to just highlight that the project itself, is included in the fourth generation sales tax as a project . It was also included in the fiscal year 2526 CIP. Hence, that's how we completed the feasibility study. And it's also included in the FY2627 CIP. So with us tonight is Kim Lee Horn, Chr …

Te doy una oportunidad para adivinar. ¿En serio? Vaya. Mm-hmm. Sigo perdiendo internet. ¿Ah, sí? Sí. ¿Qué estás usando, Spectrum o AT&T? Nosotros... Se nos fue el internet. Nos cambiamos al nuevo Spectrum. Y luego trabajamos desde casa. Intercambiamos cosas. Recuerdo algo como los 187 episodios. Nunca me equivoco. No ha vuelto a fallar desde entonces. ¿Solo 800? Pero creo que es porque mucha gente en nuestro internet estaba como en el escenario. ¿Se ralentizó? Así que nosotros... Ellos hicieron la pelea. OrdXXXX Charter Amendment - Annexation rev 07-01-26.docx
Honorable Mayor and Councilmembers,
At the work session the majority decided to not advance the annexation charter amendment for
referendum. I think there's enough value here to have a look at a modified version. Deputy Mayor
Teuchert noted a concern about enclaves, and Mayor Sladek noted a concern about tying this to the
Rural Boundary.
I met with Mr. Vose and Mr. Cobb, and from our discussion he drafted a modified version of the
amendment which adds the language:
Any ordinance annexing real property lying within the Seminole County Charter’s Rural Area as it existed
on July 4, 2026, into the territorial boundaries of the City of Oviedo must be approved by an affirmative
vote of not less than four (4) members of the City Council.
This way the Rural Area is referenced, but if the Rural Area's boundaries are modified or struck down by
the legislature, the reference to the boundary on a past date will provide another layer of protection
against this provision of our charter being made invalid.
The majority had kind of said that it wasn't interested in fixing this now, but I do know that sometimes it's
different when there's actual language to look at, rather than having to hash it out in a meeting.
For these …
