with staff. It is not intended for making decisions or directing staff toward specific actions, except to identify
additional information the Council may wish to review later. Because no decisions are made, voting does not
occur during these sessions. If a topic discussed requires formal action, it will be added to a future Regular
Session Agenda for voting.
In compliance with Oregon Public Meetings Law, work sessions are open to the public; however, to ensure
efficient use of time, public comments and questions are generally not accepted during or after the
discussion. Members of the public are instead encouraged to share their input during the Public Comments
portion of each Regular Session. Additionally, in accordance with ORS 192.670(1), some members may

The La Grande City Council will vote on a consent agenda that includes approving the March 4 minutes, renewing a two‑year insurance agreement with Graybeal Group, and approving an OLCC liquor license for The Press Room. Drew has been in contact with R ecreation E ngineering & Planning, a firm fr om Colorado
that has built waves around the country.
1. Riverside has everything they look for in the river including slope, natural features,
and public access.
Drew further explained that he has had productive meetings with Grande Ronde Model
Watershed and Union County Soil & Water Conservation District and both agencies are
supportive of the project. In fact, these agencies are preparing an application this fall for a
fish restoration study that includes the park area and …

✓ Decidido: Arts Commission opens limited competition for signal‑box art
The commission unanimously approved a limited‑competition process for one signal‑box wrap and another open to all Union County artists. The Asphalt Art item was tabled until the absent member can provide input. The commission set a deadline of April 30 to finalize and distribute a downtown‑business survey, and assigned McKayla to draft a park‑art proposal in June with completion by December 2026. Staff will be asked to obtain permission to digitize the LGAC logo.

ARTS COMMISSION MINUTES FOR March 11 , 2026
Members present at table : Caiti Burke, McKayla Rollins, Amy McIntosh , Cory Peeke ,

Staff Present: Stu Spence, Parks & Recreation Director
I. ROLL CALL
a. Chair Burke called the meeting to order at 5: 3 0 pm with five ( 5 ) of the seven
(7) Commissioners present.
II. AGENDA APPROVAL
a. The following motion was introduced by Scroggins ; Rollins providing the
second: Motion: I move that we approve the agenda as presented . MSC.
Unanimous.
III. MINUTES APPROVAL
a. T he following motion was introduced by Scroggins ; McIntosh providing the
second: Motion: I move that we approve the February 2 026 minutes as
presented . MSC. Unanimous.
IV. PUBLIC COMMENTS
a. None.
V. OLD BUSINESS
a. Signal Box Wrap s
(1) Stu reported that he received an updated quote for the remaining
boxes which was $9,000 and included that in the budget request. He
explained that the City ’s budget process is in its early stages and the
final budget gets adopted in early June.
(2) Evie was ill, but shared an update via text to Stu:
1. “Jeremy is doing a signal box for us and w ill have designs for us
by June. Thinking we have EOU do the boxes at W illow, F ir,
and 2nd. We could ask Cory to pass around art students. ”
(3) Stu reviewed the “Selection of Artist ’ section of the Public Art Policy
that needs to be followed.
