The Public Works Committee will review and possibly approve several items, including supporting the Coalition Against Bigger Trucks, removing two standup coolers from the concession stand, and repairing the exhaust hood in the Community Center kitchen. They will also discuss capital requests for a zero-turn lawn mower, a 14-foot Landpride mower, a salt truck, and street projects on N. Hyland, E. Hyland, Midway, and East streets. reviewed and changes discussed. Committee agreed on format of job descriptions presented,
directed dept heads to make final modifications and forward to full commission for review

Motion by Affeld/Coons to adopt the “mean wage” from 2026 MEUW Wage Survey data as
utility employees’ wages to be effective 1/1/27. Forward to full commission for approval.

safety measures for staff. The enclosure would include adding some addiƟonal walls
with a service window for staff to assist customers. She provided an esƟmate from
Justmann Building & Trim in the amount of $7,200. This quote provides all building of
walls and drywall. Clerk/Treasurer to obtain quotes for some minor electrical work.
Drywall texture and paint are addiƟonal costs. This project will be using funds from the
420 Fund ($8,400) and the remainder of costs from the 2024 unallocated debt service
up to $12,000. Forward to Council.

Meagan Buchda presented everyone with the 2025 financials and reviewed the year end fund
balance. Fund is in a positive position at the end of 2025, due to completing long term debt. The
TIF has since cleared out its advance from the City. Clerk/Treasurer stated that 2025 realized an
increase of increment to $328,056 from the $274,145 recognized in 2024. This is an increase of
$53,911. No questions were asked in regard to the 2025 annual report.

MINUTES OF THE JUNEAU PUBLIC LIBRARY BOARD OF TRUSTEES
Wednesday, July 8, 2026
Eileen Gratton called the meeting to order at 5:02 PM. Trustees present were Eileen
Gratton, Jean Haan, Jenifer Hirschfeld, Rosemary Smanz, Wj Smedema, and
Dodgeland School representative Christina Rollins. Library Director Connie Schuett
and Mayor Jane Fude were also in attendance.
Absent: Trustee Brittany Binder and Council liaison Michael Cypert
Public Comment: none
Agenda: A motion to approve the agenda was made by J Hirschfeld and seconded
by E Gratton. Motion carried.
Library Board Officers: A motion was made by E Gratton and seconded by R
Smanz to approve the Library Board Officers as the following: President - Eileen
Gratton, Treasurer- Jenifer Hirschfeld, and Secretary, Wendy Jo Smedema. Motion
carried.
Minutes: A motion to approve the minutes of the June 10, 2026, meeting was
made by J Haan and seconded by J Hirschfeld. Motion carried.
Financial Reports:
-A motion to approve payment of bills from June 6 - July 3, 2026, was made by R
Smanz and seconded by J Haan. Motion carried.
-The treasurer’s report for June 30, 2026 was shared.
-City’s 2026 year-to-date budget report was shared.
Director’s Report:
-Monarch System is moving their IT server into the cloud and JPL staff needs to be
trained on new log-in workflow for using Polaris ILS; does not affect patrons
-Monarch updated ILS agreement to reflect policy regarding artificially inflating
circulation …

Posibles cambios en la ordenanza de lateriales de alcantarillado para su aprobación
La Comisión de Servicios Públicos de Juneau llevará a cabo su reunión mensual regular para discutir y posiblemente aprobar varios cambios de política. Los temas clave incluyen políticas de pago de disponibilidad para los departamentos de electricidad y de agua/aguas residuales, una descripción de puesto para aprendiz de electricidad, créditos de facturación por muestreo de plomo y cobre, y enmiendas a la ordenanza de laterales de alcantarillado. La comisión también revisará estados financieros y totales de clientes morosos.
