Wednesday, July 15, 2026 at 6:30 p.m.
The regular meeting of the City of Fox Lake Common Council was held on Wednesday, July
15, 2026, at 6:30 p.m., in the council chambers. The meeting was called to order by Mayor Tom
Bednarek. Followed by the Pledge of Allegiance the roll call was taken with Alderpersons Dan Ault,
Marcy Benz, Peter Hartzheim, Joe Horetzki, Dennis Linke and Angela Thomas present. Also attending
were City Administrator Kelly Crombie, DPW Superintendent Christopher Thurk, Police Chief Duane
Olbinski and City Clerk Jenny Quirk.
The clerk certified open meeting laws have been complied with.
Approve Minutes:
Motion by Thomas, seconded by Ault to approve the minutes of the July 1, 2026 council
meeting as written. Motion carried with a voice vote.

Mayor opens the meeting to public comments on agenda items or other matters. No public
comments were made. The Mayor read a correspondence letter from the family of Tom Jahnke, a
former Alderperson who had recently passed away.
Reports of department heads present:
DPW Superintendent Thurk shared they have been keeping up with mowing which is now
slowing down due to little rain. There has been extra work at the pool with keeping up on the
chemicals due to heat and use. As always they have been working on pothole repairs. Also, getting
the grounds ready for the upcoming carshow.

The June 17, 2026 committee of the whole meeting was called to order by Mayor Tom
Bednarek, at 6:37 p.m. In attendance were Alderpersons Dan Ault, Marcy Benz, Peter Hartzheim,
Joe Horetzki, Dennis Linke and Angela Thomas. Also attending were City Administrator Kelly Crombie,
DPW Superintendent Christopher Thurk, Police Chief Duane Olbinski and City Clerk Jenny Quirk.

Approve minutes:
Motion by Ault, seconded by Linke to approve the minutes of the April 1, 2026 committee of
the whole meeting as written. Motion carried with a voice vote.

Reports of Department Heads present:
DPW Superintendent Thurk stated that the sidewalks at the library and by the pool have been
repaired. DPW has hung up the 250th Anniversary flags on the main street light poles. Also noting
that one of the main mowers has repairs required.
Chief Olbinski shared that he has received positive communication from the community with
the new squad car. Also had a NNO meeting today and have additional agencies coming to
participate.
City Administrator Report:
Administrator Crombie shared the administrator report. Also highlighting that Wednesdays in

Linke and Angela Thomas . Dan Ault was absent. Also attending were City Administrator Kelly
Crombie, DPW Superintendent Christopher Thurk , Police Chief Duane Olbinski and City Clerk Jenny

Approve minutes:
Motion by Linke , seconded by Hartzheim to approve the minutes of the March 18 , 202 6
co mmittee of the whole meeting as written. Motion carried with a voice vote.

The Mayor opens the meeting to public comments on agenda items or other matters. There
were no comments made by the public in the audience .
Reports of Department Heads present :
DPW Superintendent Thurk stated they have been working on changing new street signs . A s
well as getting ready to mow and also to snow blow. They hope to be able to get back to working on
filling potholes soon.
Chief Olbinski shared that the department ’s calls for service and assisting other agencies ha s
increased . For March they ha d 145 calls for service and 36 traffic stops. During spring break they
have been making contacts with the kids they have seen out in the community. They have handed
out fishing poles from the KAMO group.

Minutes
A meeting of the City of Fox Lake Redevelopment Authority was held on March 4, 2026. Chair
Mary Perkins called the meeting to order at 5 PM.
Roll call was taken with Mary Perkins, Sam Jenswold, Sarah Theander and Dennis Linke being
present. Dennis Hollnagel and Steve Christian were excused. Also present was City
Administrator Kelly Crombie and Mayor Tom Bednarek.
Sarah Theander seconded by Sam Jenswold moved to approve the minutes of the January 14,
2026 RDA meeting. The motion carried on a unanimous voice vote.
City Administrator Crombie discussed the electric transmission line easement for RDA owned
parcels 226-1313-3532-006 and 226-1313-3531-005 located in the Fox Lake Industrial Park.
Sarah Theander seconded by Dennis Linke moved to approve the electric line transmission
easement on RDA owned parcels 226-1313-3532-006 and 226-1313-3531-005. The motion
carried on a unanimous roll call vote with all members present voting in favor of the motion.
City Administrator Crombie updated the RDA on development activities in the City of Fox Lake.
City Administrator Crombie discussed the Fox Lake Construction Task Force as approved by
the City Council.

Minutes
Mayor Tom Bednarek called the meeting to order at 7:10. Roll call was taken with Horetzki,
Benz, Thomas, Ault, Hartzheim, Linke being present. Also present was Mayor Bednarek,
Administrator Crombie, Director Thurk, Chief Olbinski . Crombie certified the open meeting laws
were complied with.
Thomas seconded by Hartzheim moved to approve the minutes of the February 4, 2026
meeting. The motion carried on a unanimous voice vote.
No residents were present for public comment.
To better accommodate guests from the library, at 7:12, Linke seconded by Thomas moved to
adjourn to closed session pursuant to Wisconsin Stattue 19.85(1)(e) deliberating or negotiating
the purchasing of public properties, the investing of public funds or conducting other specified
business whenever competitive or bargaining reasons require a closed session, specifically to
discuss negotiating the acquisition of real estate. The motion carried on a unanimous roll call
vote.
At 7:30, Linke seconded by Benz moved to reconvene to open session. The motion carried on a
unanimous roll call vote and the Council reconvened to open session.
Director Thurk, Chief Olbinski and Administrator Crombie presented their reports to the Council.
Crombie discussed the request to rename a street in honor of Mayor Wayne Ruenger. The
council wis h ed to move forward with a renaming at a future time.

Council to approve YMCA aquatic program collaboration agreement
The Fox Lake City Council will consider approving a collaboration agreement with the City of Fox Lake-YMCA of Dodge County for an aquatic program. The council will also discuss a pay request for Mullin Drive from Town and Country Construction and hear comments from Fire Chief Steve Hopp. Minutes from the February 4, 2025 meeting will be reviewed for approval.

Minutes
Mayor Tom Bednarek called the meeting to order at 6:30 and led the Council in the Pledge of
Allegiance. Roll call was taken with Horetzki, Benz, Thomas, Ault, Hartzheim, Linke being
present. Also present was Mayor Bednarek, Administrator Crombie, Director Thurk, Chief
Olbinski, Chief Hopp and Jeff Hafenstein. Crombie certified the open meeting laws were
complied with.
Linke seconded by Ault moved to approve the minutes of the February 4, 2025 Council meeting.
The motion carried on a unanimous voice vote.
No residents were present for public comment.
Fire Chief Steve Hopp and Jeff Hafenstein spoke w ith the Council concerning needs of the
department.
Hartzheim seconded by Ault moved to approve the City of Fox Lake-YMCA of Dodge County
aquatic program collaboration agreement. The motion carried on a unanimous roll call vote.
Benz seconded by Ault moved to approve pay request for Mullin Drive from Town and Country
Construction. The motion carried on a unanimous roll call vote.
At 7:10, Thomas seconded by Linke moved to adjourn. The motion carried on a unanimous
voice vote.
