A meeting of the Bristol-Burlington Health District’s Board of Health was held in the Bristol-Burlington Health District
Office, 240 Stafford Avenue, Bristol, Connecticut
Members Present: Thomas O’Brien, Personnel Committee Chairman
Donna Friday
Doug Thompson, Burlington Town Selectman, Burlington Representative
Staff present: Marco Palmeri, MPH, RS, Director of Health
Louise McGlone, Office Manager, Board of Health Secretary
The meeting was called to order by Committee Chairman O’Brien at 2:53 p.m.
1. Attendance
Chairman Suchinski was present for the Personnel Committee Meeting, no absences.
2. BBHD Personnel Matters
a. Motion by Member Donna Friday, seconded by Member Doug Thompson to enter into executive
session at 2:53 p.m.

b. Discussion regarding a former employee’s request for reimbursement of medical coverage and
union dues.
i. Action Item: Obtain relevant information and report back to the Board.

Civil Engineer Lukas Burkacki reviewed the cost analysis completed by KEHES Group.
The purposed animal control facility is will be approximately 5,000 square feet and
estimated to cost 4,133,116 million dollars.

This document breaks down the square footage of the purposed size of the animal control
facility.
Director of Public Works Raymond Rogozinski spoke to the committee how this
purposed building on Vincent P Kelley is based on the scope of the project and what we
need for an Animal Control Facility. Commissioner Frank Stawski and Jon Mace spoke

Acting Chairman John Lodovico called to order the meeting at 3:30 p.m. followed by the
Pledge of Allegiance.

3. Discussion of Bristol Building Code Board of Appeals Commissioners and to take
any action as necessary.
Chief Building Official Rick Brown was sworn in and provided an overview of the matter
involving alleged residential occupancy within a commercially zoned building located at
580 Broad Street.
Erica Mikulak of the Bristol Burlington Health District was sworn in and provided
testimony regarding a complaint received by her department from tenants Jon Snow and
Amber Doe concerning the conditions of the building in which they reported they were
residing at 580 Broad Street. Ms. Mikulak stated that she was able to gain access to the
unit and observed items indicating that the space was being used for residential
purposes, including a bed, couch, small refrigerator, food, beverages, and other
personal items consistent with someone staying or sleeping in the unit. Ms. Mikulak also
reviewed the code violations cited in the Health Department’s order.
Mr. Cohen, the appellant, appeared and questioned Mr. Brown and Ms. Mikulak

the City Hall Council Chambers, 111 North Main Street at 6:45 p.m. Present: Mayor Zoppo-Sassu;

PUBLIC PARTICIPATION
Correspondence from Mathew Biadun, 53 Buff Road – Mr. Biadun’s letter cites examples of
concerning situations involving the Flock camera brand. He further urges Bristol not to allow its
surveillance systems to aid federal agencies, and to consider other license plate reader suppliers.
Gabby Carrano, 70 Seneca Rd. – Ms. Carrano spoke about what she referred to as “the
erosion of civil liberties and privacy rights” in regards to red light cameras, speed cameras, and
automated license plate readers.
Shelley Mastroianni, 120 Sixth St. – Ms. Mastroianni spoke in opposition to data centers,
stating that data centers are paving the way to a robotic world, which will in turn take away blue
collar jobs from communities.
David Haberfeld, 110 Divinity St. – Mr. Haberfeld spoke in opposition to red light cameras
