City Administrator O’Neill shared that Council has already reviewed through section 12;
this meeting will begin at Section 13. Councilmembers went through the Rules of
Procedure and discussed all items of concern or if they had questions.
Extensive back and forth discussion between City Administrator O’Neill and
Councilmembers took place.
ADJOURNMENT:
Councilmember Deady moved to adjourn the meeting; second Councilmember Peterson.
Motion passed with all voting in favor (5-0). The meeting ended at 6:20 p.m.

1) Strategic Plan Review
City Administrator O’Neill introduced Brian Murphy and Maddie Immel from BERK who
facilitated the meeting. The meeting focused on reviewing draft materials for Black
Diamond's Strategic Plan Outlook. They presented a to Council a framework that included
four strategic initiatives: building a connected community and distinct identity, providing
parks and recreation amenities, strengthening economic vitality and financial sustainability,
and enhancing city capacity and operations.
