Change Order #1 is $22,955.00, totaling a new contract price of $717,165.99.
This change order is 100% reimbursable and has been approved through
ARDOT. No budget adjustment is needed.

Due to volatility in the electric industry, BEUD is waiving competitive bidding and
entering into an agreement with GE Grid Solutions to purchase four (4) 161 kV
breakers for future BEUD capital projects concerning substations for
$690,400.00 plus tax. Due to market volatility and lead times related to these
products, it would be neither practical or feasible to solicit competitive bids. A
budget adjustment is needed.

Resolution Authorizing a Recycling
Partnership Grant Agreement
Resolution
A Resolution entering into a grant agreement with the Recycling Partnership, Inc.
to increase participation and capture of recyclable materials from the City’s
residential curbside collection program. Grant funds are not to exceed
$202,000.00. In addition to cash grants, there will be access to in-kind services
up to $125,000.00. The Recycling Partnership, Inc. will make all payments direct
to vendors. No budget adjustment is needed.

The City Council of Bentonville, Arkansas, met in regular session on Tuesday, August 11, 2026, at
6:00 p.m., at City Hall, 305 S.W. A Street, Bentonville, Arkansas.
Present for Committee of the Whole were Council Members Octavio Sanchez, Holly Hook, Beckie
Seba, Aubrey Patterson, Chris Sooter, Dan Grover, and Cindy Acree. Bill Burckart, was absent
Also present were Mayor Stephanie Orman, City Attorney Nick Henry, City Clerk Malorie Marrs, the
press, city staff, and the audience. Several members of city staff and the public attended remotely
via Zoom.
Mayor Orman called the meeting to order and led everyone present in the Pledge of Allegiance,
which was followed by a moment of silence in support of our armed forces.
The July 28, 2026 meeting minutes were presented for approval. Motion made by Council Member
Sanchez, seconded by Council Member Patterson. Motion approved (7-0)
A motion was made by Council Member Sooter to suspend the rules regarding the reading of all
ordinances on three separate days, and further that all ordinances and resolutions be read by title
only. Seconded by Council Member Sanchez. Motion approved (7-0).

Orchards Park following concerns raised at the previous meeting. Coordination was completed with
Bentonville Parks and Recreation and the Bentonville Police Department regarding the revised route. The

The City Council of Bentonville, Arkansas, met in regular session on Tuesday, July 28, 2026, at 6:00
p.m., at City Hall, 305 S.W. A Street, Bentonville, Arkansas.
Present for Committee of the Whole were Council Members Octavio Sanchez, Holly Hook, Bill
Burckart, Beckie Seba, Aubrey Patterson, Chris Sooter, Dan Grover, and Cindy Acree.
Also present were Mayor Stephanie Orman, City Attorney Nick Henry, City Clerk Malorie Marrs, the
press, city staff, and the audience. Several members of city staff and the public attended remotely
via Zoom.
Mayor Orman called the meeting to order and led everyone present in the Pledge of Allegiance,
which was followed by a moment of silence in support of our armed forces.
The July 14, 2026 meeting minutes were presented for approval. Motion made by Council Member
Sanchez, seconded by Council Member Patterson. Motion approved (8-0)
Amotion was made by Council Member Sooter to suspend the rules regarding the reading of all
ordinances on three separate days, and further that all ordinances and resolutions be read by title
only. Seconded by Council Member Sanchez. Motion approved (8-0).

3. Native and Pollinator Landscape Ordinance Update
• Shelli met with City Council on 6/23. Currently drafting proposal (Shelli shared with board)
but said it is shifting more so towards an amendment to the property maintenance
code. Not focusing on plant type as much as location on property - Allowing for
exceptions to 8 in rule but needs to be in planting bed or 5 ft setback. Must be free of
noxious weeds and out of right of ways. Shelli anticipates presenting final draft to
council in early August, and if approved it will go into effect 30 …

The City Council of Bentonville, Arkansas, met in regular session on Tuesday July 14, 2026, at
6:00 p.m., at City Hall, 305 S.W. A Street, Bentonville, Arkansas.
Present for Committee of the Whole; were Council Members Octavio Sanchez, Holly Hook, Bill
Burckart, Beckie Seba, Aubrey Patterson, Chris Sooter, Dan Grover, and Cindy Acree.
Also, present were Mayor Stephanie Orman, City Attorney Nick Henry, City Clerk Malorie Marrs,
the press, city staff, and the audience. Several members of the city staff and the public attended
remotely via Zoom.
Mayor Orman called the meeting to order, and led everyone present in the Pledge of Allegiance,
which was followed by a moment of silence in support of our armed forces.
Council Member Sanchez motioned to approve the June 23% meeting minutes, seconded by
Council Member Acree passes (8-0)
A motion was made by Council Member Sooter, to suspend the rules regarding the reading of all
ordinances on three separate days, and further that all ordinances and resolutions be read by title
only, second by Council Member Sanchez. There was no discussion.
