ARTICLE 1: Members, Term, Attendance.
1.1.
The members and terms of office shall be as stipulated by City Ordinance No. 98-
90.
1.2.
When a new member is appointed to the Board, the position number he/she
is filling will be so designated at the time of appointment.
1.3.
Missing three (3) consecutive regular meetings or a total of four (4) meetings in a
one (1) year period, except in extraordinary cases, may at the recommendation of

The City Council of Bentonville, Arkansas, met in regular session on Tuesday, October 13, 2026, at 6:00
p.m., at City Hall, 305 S.W. A Street, Bentonville, Arkansas.
Present for Committee of the Whole were Council Members Octavio Sanchez, Holly Hook, Aubrey
Patterson, Beckie Seba, Chris Sooter, Dan Grover, Bill Burckart, and Cindy Acree.
Also present were Mayor Stephanie Orman, City Attorney Nick Henry, City Clerk Malorie Marrs, the press,
city staff, and the audience. Several members of city staff and the public attended remotely via Zoom.
Mayor Orman called the meeting to order and led everyone present in the Pledge of Allegiance, which
was followed by a moment of silence in support of our armed forces.
The September 22, 2026 meeting minutes were presented for approval. Motion made by Council Member
Sanchez, seconded by Council Member Hook. Motion approved (8-0)
A motion was made by Council Member Sooter to suspend the rules regarding the reading of all
ordinances on three separate days, and further that all ordinances and resolutions be read by title only.
Seconded by Council Member Sanchez. Motion approved (8-0).
Mayor Orman turned Committee of the Whole over to Council Member Sooter.

The City Council of Bentonville, Arkansas, met in regular session on Tuesday, September 8, 2026, at 6:00
p.m., at City Hall, 305 S.W. A Street, Bentonville, Arkansas.
Present for Committee of the Whole were Council Members Octavio Sanchez, Holly Hook, Aubrey
Patterson, Beckie Seba, Chris Sooter, and Cindy Acree. Council Members Dan Grover and Bill Burckart
were absent
Also present were Mayor Stephanie Orman, Staff Attorney Bonnie Bridges, City Clerk Malorie Marrs, the
press, city staff, and the audience. Several members of city staff and the public attended remotely via
Zoom.

The September 8, 2026 meeting minutes were presented for approval. Motion made by Council Member
Acree, seconded by Council Member Hook. Motion approved (6-0)
A motion was made by Council Member Sooter to suspend the rules regarding the reading of all
ordinances on three separate days, and further that all ordinances and resolutions be read by title only.
Seconded by Council Member Sanchez. Motion approved (6-0).

We are requesting council to consider a grant opportunity from Best Friends
Animal Society to sponsor pet adoptions for the remainder of 2026. The grant
covers the expense of pet adoptions for dogs and cats for the remainder of this
year. We have estimated $6,000.00 for the remainder of the year to sponsor the
$75.00 dog adoption fee and the $50.00 cat adoption fee. Given the trends we
have seen in past years regarding adoption rates, we estimate there will be
approximately 80 adoptions left. A budget adjustment is needed.
