Carl's Beach, it'll go down in history, one of the most beautiful places there were. You know this, come on! Every superstition When Chuck Berry came to town, or James Brennan came to town, there was so much parking that you only had grump for one car a little quarter per mile. We saw people that got tired of waiting in traffic and they 'd get out and walk and run because all the big stars came here. They would sneak in, you know, through some type of fence. I don't know where this fence was, but you know, because it gets so crowded and people would sneak in some type of way just to come and see the, you know, different entertainment . We didn't have to go anywhere to see James Brown, Etta James, all the people that were in the city. We didn't have to go anywhere to see the city. Mr. City Attorney, please call the next item on the agenda. The next item on the agenda is the approval of the agenda. At this time, I'd look for approval of the agenda with one modification. The second ceremonial item today was meant for the Old Fourth Ward. We're rescheduling that for next week. So as modified, would someone make a motion to approve the agenda? Moved. Thank you, ultimate Thorpe. Is there a second? Second. All those in favor, say aye. Aye. Ayes have it. Mr. City Attorney, please present the next item on the agenda. It's 2026. At this time, I'll start with the roll call. Ald erman O'Neill. President. Alderman Thorpe. President. And I am also here. At this time, I'd entertain a motion to approve the agenda as amended to remove R-2026, because the legislation tracker was not updated and it wasn 't actually ready for committee, and to add SA-527, SA-627, SA-727, SA-827, and FT-327. Sarah, motion. So moved. Second. All those in favor, please say aye. Aye. Motion carries. All right. Sarah, motion to approve the minutes from our October 7th meeting. So moved. Second. All those in favor, please say aye. Aye. Motion carries. All right. We're skipping over 2026. That wasn't ready yet. First order of business is R-37. Well, wait. Ms. Jackson, do we normally do SA's first, right? So we'll start with the SA's. Okay. Sure. FT-327. All right. Mr. Jai, I'm going to hand the floor to you, because I think we got a bunch of these supplemental appropriations and fund transfers just last minute. We haven't looked at these ahead of time. So could you not necessarily the, like, let me just say SA- 627, I don't think we need you to go through right now. SA-727, we don't need you to go through right now. But all of the ones, and SA-527, we don't need. But SA-827 and FT-327, I think those two are tied together. And I'm hoping you could just explain these to us, because I think they're related. So I am going to defer to Capri to speak about those two. Thank you. Capri Turner, Senior Budget Analyst. FT-3 is going …

Wednesday, November 21st. I'd like to call to order at 4.51 p.m. I'm starting with our roll call to my right, Alderman Smith-Brown. Present. To my left, Alderman Conti. Present. And I'm present, all accounted for. Next, I'll entertain approval of our agenda. I move to approve the agenda. Is there a second? Second. All in favor, say aye. Aye. All right. Agenda approved. Next up on our agenda, I will entertain a motion to approve minutes from September 30th, 2026. I'll move to approve those minutes. Is there a second? Second. All in favor, say aye. Aye. Next up on our agenda, we have legislation 02626, special residential parking districts, district lettering. This is my legislation, and the purpose of this legislation is currently we have districts 1 through 5, special parking districts. It causes some confusion because districts 1 through 3 are in Ward 1, district 4 is in Ward 1 and Ward 2, and district 5 is in Ward 2. And so it was requested by some to move from numbering to lettering, so it would be districts A, B, C, D, E. Does anybody have any questions about that? Any concerns? I'll entertain a motion for a favorable recommendation for 02626. So moved. Is there a second? Second. All right. All in favor, say aye. Aye. All right. There's a favorable recommendation for 02626. Next up on our agenda is 02826, Department of Transportation fines and allowing fine waivers. I know that there's at least one amendment drafted by Alderman Savage, and I believe that our Assistant Cit …

We are delivering for this project. To the federal delegation, I'm so grateful that Congressman Sarbanes is here. I also called Senator Ben Cardin the other day to share the good news. There's not a lot of good days of good news in this job. Senator Van Hollen, you didn't tell me that when I first ran. But he was thrilled and he wished he could be here today. I want to give him thanks and credit as well. It's been said that Mayor Littman has taken this project and been so thoughtful and so strategic as we met this critical moment. And I too received that SOS text message in February. Being on the Armed Services Committee, the Naval Academy Board, along with Senator Van Hollen, he asked, can we involve the Navy? And so that was my role to play in this orchestra of support that we all lent here, is to call the Pentagon, to call the Navy and remind them that the rising seas will also impact the readiness of our United States Naval Academy. And they made a call as well. There were so many calls that were made in the month, Mr. Mayor, since you sent that text message. And I just want to thank you for your vision and your commitment. We're going to hear in a minute from Secretary Strickland, from MDEM, who has also been just a champion of this throughout multiple administrations. I want to thank you for your support. You're also on our call sheet anytime we get a major flood. So I want to thank you and your team for that. And without further ado, I want to thank my predecessor, who …

So this was my recommendation when after the July heat wave we had two breakdowns of the Spa Creek Bridge within a week . The Spa Creek Bridge is, I believe, reaching the end of its useful life. Breakdowns are becoming more frequent and as heat waves are becoming more common in our area, I think it is important for us to have a good sense of understanding what the maintenance plan is, what potential replacement plans are, and how we can prevent this from happening in the future an …

Good afternoon, everybody. Calling to order the Environmental Matters Committee meeting for October 8th. And let's do roll call. Alderman Huntley. Present. Alderman Huntley. Present. Can't see you, but we can hear you. So we have to get the TVs moved. Where's a giant? Yeah. He's like. All right, well, we'll get you on screen soon there, Ald erman. First up, or next up, the approval of the agenda. Is there a motion to approve the agenda as listed? So moved. Second. All right, all those in favor, please say aye. Aye. Is there a motion to approve the minutes from July 9th? So moved. Second. Favor, please say aye. Aye. Motion carries. Now we have legislation. Start with O2126. Resilience Authority of Annapolis and Anne Ayrnald County. Membership and Director Appointment Changes. So we have, I believe, Ms. Leonard from the Law Office and Mr. Fleming from the Resilience Authority. We'd like to speak to this. Who wants to start? I can start. So as a follow-up to, I believe, the Rules Committee last week, the one I was asked to look into it further. So I reached out to the County Office of Law and they did not raise any objections to Amendment 1 proposed by Alderman Savage to this legislation. I did note that there would not be any time to make a change to the county charter at this point based on their own charter and code provisions. I did look into the city charter and code and I don't think legally it's required to set it up this way because I would not view the Resilience Author …

We called the order 1052 a.m. on October 7th, 2026. Apologies to anybody watching at home that we had some technical difficulties getting started. But we'll get started with our roll call. Sorry, Ms. Reuter, we jumped right in. Alderman O'Neill, can you hear us? She's here. Beautiful. Alderman Thorpe, and I am here. At this time, I would entertain a motion to approve the agenda with an amendment to add R3226 before SA427 and after the approval of the minutes. So moved. So moved. Second. All those in favor, please say aye. Aye. Motion carries. Any nays? No. All right. With that, we have the approval of the agenda. With the minutes from our last meeting on September 24th, is there a motion to approve the Finance Committee's September 24th minutes? So moved. Second. All those in favor, please say aye. Aye. Motion carries. And we'll jump right to R3226. Director Jakubiak, we had just asked for how you and the sponsor came up with this, the fines for, fines related to 02520. R3226, although I'll say they're only, they're kind of related to 02526, but these are essentially for anybody breaking our food truck rules. So I know food trucks have been a hot topic in the county since we started tackling this, so I don't want anybody to get confused, don't want anybody to think we're picking on them. So if you could just explain the philosophy behind this fine level briefly and how the department's thinking about fines and why this level was recommended, we'd appreciate it. Thank you. Chr …

One, congratulations. Two, thank you. And number three, we're not leaving. We are not leaving until it's done. And we'll be here for another 20 years to make sure it works so we can right that dam. All right. Thank you very, very much. All right. Thank you, Mr. Secretary. Thank you, Team Maryland. Before we take questions, I do want to acknowledge a few other folks. And Sarah mentioned my former partner and colleague, Ben Cardin. He was also tenacious about this project. And we worked very closely together. And just like Congresswoman Elfrith picked up the baton from John Sarbanes in the House, Angela Alcer Brooks has helped pick up the baton. And she picked up that baton in the United States Senate. September 24th, 2026. Thanks everybody for being here with us today. We will get started with a roll call. Oliver Woman O'Neill. Present. Alderman Thorpe. Present. And I'm also here. At this time I'll entertain a motion to approve the agenda. So moved. Second. Sorry, I was going to jump in for you if need be. All those in favor, please say aye. Aye. All right. Agenda is approved. And can we get a motion for approval of the minutes from our last meeting on September 2nd? Motion. Second. All those in favor, please say aye. Aye. Motion carries. All right. You know, I always say that I like it when we have supplemental appropriations that are grant money. But this is a very exciting one to have before us today. And really glad to see this come through. Director Simmons, you want to come up and tell us a little bit about SA-327? Is my mic on? Yes. Yep. Kevin Simmons, I'm the emergency manager for the city of Annapolis. I'm here with Kyle Levkowski. He's the emergency management grant coordinator. And we're going to talk to you about the Urban Area Security Initiative Grant. Now this serves as a critical resource for Annapolis public safety operations, providing essential support, and staff funding. While the program has historically been a reliable source of backing for our public safety teams, this year award arrives approximately one year behind schedule due to existing delays, federal holds, and ongoing litigation. And that played a part on how we really wanted to use the grant …

News for a great American city, great news for the great city of Annapolis, which is after many years, FEMA has released the $35 million in funds. $35 million in funds, that includes the $33 million that was part of the original city of Annapolis grant, and an additional $2.5 million to help with related upgrades for stormwater management. And this has been the result of work of Team Maryland. And you're going to hear from so many people who were part of that effort, but there were also many more who are represented here today that you won't hear from, but who you see here and others who could not join us today, including somebody who could not join us today, Mayor Buck ley, the former mayor of Annapolis. And it was his vision that really set this project in motion. And I heard from him last night. He said he couldn 't be here. I think he's taking one of his kids to college, but he was just thrilled, of course, that we were able to secure these funds. And to the new mayor, Mayor Lipman, and to the council, City Council here in Annapolis, thank you. Thank you for carrying on that vision with absolute perseverance. I was just telling the mayor that I have right here a text message that I received from him. That's all I'm not sure why we're saying virtual. For Thursday, September 17, 2026, we'll be called to order at 5 .01 p.m. At this time, would everyone willing and able, please stand for the Pledge of Allegiance. The Department of Emergency Management is to proactively reduce these disaster risk and reliably manage consequences through collaborative work with Maryland's communities and partners. In Maryland, emergency management is a system of systems. We cannot do it alone. We are the counties and the local jurisdictions coupled with the state working with our state agencies and partners and with our private sector partners. We cannot do it alone. No one can and it's only through that system of systems that we do it. The Annapolis City Dock Hazard Mitigation Project is an excellent example of this type of work of everyone coming together. So the investment today comes a result of years of partnership and collaboration with the residents, business owners, and governments at every level. And I have to say we've been talking about it started in 2019. I started in state emergency management in 2004. This was a discussion then. It was a discussion then. It was a discussion of flooding back into the 1700s for Ellicott City and when it comes time for a model this will not only be a model but there's another really really good model in Frederick City that started with Agnes. And it took 20 years to build and about three or four years ago there was a flooding event and it worked. It worked. So we know that this funding will bring a significant return on investment for every dollar invested as I mentioned will save six in disaster recovery. And while the dollars matter what really matters is o …

At this time we'll have a roll call. Alderman O'Neill. Present. Alderman Thorpe. Present. And I am here. I will entertain a motion to approve the agenda as written. So moved. Second. All those in favor please say aye. Aye. Aye. Aye. Is there a motion to approve the minutes from the July 15th and July 24th meetings? So moved. Second. All those in favor please say aye. Aye. Thank you very much. Motion carries. We'll start off with our fund transfer 127. Looking at centralization or possibly over centralization in the budget we just passed. And I'll turn it to Deputy City Manager Buckland to give us a little overview on this. It seems relatively straightforward but thank you. Yeah. So when we were doing the centralization for both IT and central services the first pass at that was basically drawing in funds related to broad classes of where it was budgeted. What kind of object code was it? But as we have gone through now and are doing the much more detailed implementation it's clear that there are a few things that were listed in there that were related to that topic but weren't part of the point of centralization. So that money got pulled into central services when it wasn 't part of the department. So that money got pulled into central services when it shouldn't have. It actually should have remained in the departments because it's not work that central services itself is doing. So, you know, uniforms and other things like that, that's still being done in the departments. So t …

All right. Meeting of the Finance Committee special meeting is called to order today, July 24th, 2026 at 105 p.m. At this time, I'll do a roll call. Alderman Thorpe, are you here? Here. Alderman O'Neill, are you here? Present. All right. And I'm here. At this time, is there a motion to approve the agenda with removing the minute approval, the approval of the minute, so that our agenda will just be R29 26? Is there a motion for that? So moved. Second. All those in favor, please say aye. Aye. Motion carries. All right. We just have R2926 on the agenda today. I think that this is something that lots of folks have lots of thoughts on, and we want to not let it linger, but also we want the full council to be able to weigh in on this. So my hope is that the Finance Committee can just rapidly vote to take no action on this, and that will allow it to move out of committee. All right. So we'll be able to move out of committee, but still give us plenty of time to discuss it on Monday night. Is there any discussion on that? Thank you so much. All right. See, is there a motion to take no action on our call? You're talking about annexation? So moved. Second. All those in favor, please say aye. Aye. All right. Motion carries. With that, is there a motion to adjourn? Motion to adjourn. Second. All those in favor, please say aye. Aye. And with that, the shortest ever Finance Committee meeting concludes. Thank you guys so much, and thanks to the city and staff for making this. Bye, everybody. …

I call this meeting to order of the Rules and City Government Committee today July 23rd, 2026, 12:13 p.m. We're going to start our agenda with a roll call. Is Alderman Brooke Shandemeier present? Thank you very much. Is Alderman Frank Thorpe present? Present. Awesome and then myself, Chair Alderman Smith-Br own. We will move forward with the approval of the agenda. Is there a motion to approve of the agenda? So moved. All right and there is a second from that two motions. Thank you. With no objection we will move forward on that. All right we have the approval of the minutes from our last two meetings. We have the June 4th, 2026 regular meeting minutes and we have the July 9th, 2026 special joint meeting minutes. We can maybe make a motion to pass both of these or move forward on both of these. Yes Alderman Shandemeier? Alderman Schandemeier: So I cannot make any vote on the joint meeting since I was not there. So make the motion. Let's move to the first then. Do you mind making a motion to the first June 4th, 2026 meeting? So moved. Thank you. Is there a second? Second. Okay if there's no objection we'll move for the second one for the July 9th meeting? So moved. All right now we'll second that. No objection. The first legislation we have is CA 226 which is 2026 expanding the Board of Supervisors of Elections membership. We appreciate Alderman Savage and myself. We are working together. We have an amendment that will merge both of the piece of legislation that I've been work …

So moved. Okay, all in favor? Do I have a second? Second. All in favor? Aye. Thank you again for making that motion and approval. Next on the agenda is general discussion section. We have ID 159-26, Far Creek Bridge Maintenance. Alderman Schottemeyer and Alderman Savage, would you like to start the discussion, please? Yes, Madam Chair. So I requested this meeting after we had three failures on the Spa Creek Bridge over the past over two weeks due to the heat. And I was hoping that we could invite folks from our Public Works Department and from State Highway, as they are the primary responsible entity for the maintenance of this bridge. And I don't know if missed to talk about what went wrong, what we did to get the bridge back operational, what the plan is to maintain it in the future, and what we're going to be doing to eventually replace it. Because I think it's kind of on its last legs. So I don't know if we have anyone from Public Works or from the State Highway joined us here today. Do we have anyone from one of those departments? No, I don't think so. Okay. So this is a pointless meeting then? Yeah. That's the purpose of it. Okay. Well, we can't go no further with that. Will, we'll just... Do you want to wait until September or do we want to just try to do this again? I mean, it's kind of too little too late to get anybody here, I think, for the rest of this month. I'm sorry we did all that to get a meeting. I know. But I don't know if anybody join us. I was hoping to g …

A enseñarme cómo organizarme. Amo Annapolis. Quiero poder crear un espacio para que los jóvenes se empoderen, se eleven, encuentren me …
