Thank you very much. So I'm going to be starting off the Parks and Recreation Committee meeting. Present today is Councilperson Pungo and Councilperson Natalie Santos, as well as Councilperson AFA and Council president Napoli. I'm going to be running the meeting today. Councilperson Santos is remote, so it's a bit a little bit easier. So Bill 75. Bill 75 amends the 2026 golf fund to accommodate an upgrade of the greenskeeper position and the maintenance mechanic 3 in the golf funds grounds maintenance program. The greenskeeper position currently in M6 would be upgraded to a proposed pay grade of M21 and retitled to assistant superintendent. The maintenance mechanic 3 position currently in M14 would be upgraded to a proposed pay grade of M20 and retitled to golf course equipment tech. These upgrades allow for pay structure that better reflects job duties while maintaining consistency with compensation for similar roles across the region. Thank you very much. Administrator, do you have any or parts to add? Sure. I'd like to start off by saying that this also went through the reclassification committee with a positive recommendation. This is a self-sustaining enterprise fund that, you know, it's a fund that generates user fees that pays for these things. I'll turn it over to the director of parks and recreation. Thank you. Yeah, so the one, the position for the assistant superintendent proposed is currently vacant. It's been vacant for about six months. We really have a hard tim …

All right, we're going to get started with the Human Resources Administration and Appointments Committee. Present is myself, Councilperson AFA, Council President Nap oli, and is Natalie on? Yeah, Ms. Santos is on. Perfect. All right, could we start with Bill 76? Bill 76 amends the 2026 General Fund Budget to accommodate the upgrade of Position 235-012. Presently a receptionist within the Human Resources Department and pay grade S-5 to that of a constituent services specialist with a revised pay grade of S-11. This will entail the transfer of funds from between accounts within the Human Resources Budget to cover costs associated with the increased salary for that position over the balance of the year. And I appreciate that this went through the process that we started going through. One of the questions, I …

Good afternoon everybody. My name is Matt Turek. I'm the mayor of the city of Allentown. I want to welcome you all. It's a friendly audience here, it looks like, to the People's Hearing Room, or the Public Hearing Room as we've been calling it. I want to say hi to everybody out there on Facebook. Today we are announcing our 2027 budget. It's a day that I know many of us look forward to every year, particularly our city council members. So I'm very, very, very happy to be here with you. I have a new tradition where every time I'm in front of a microphone or speaking to a crowd, because Allentown is a majority Latino city, I like to take a word in English and translate it to Spanish. We're all going to learn a little bit of Spanish. So today's word should be obvious to everyone. We're going to do budget. Yeah, okay. So we all know how to say budget in English. I'm going to ask for some help, although I know the new word. Can somebody help me with budget in Spanish? Freddie's saying no. Let's see. Jay, do you want to help us with budget in Spanish? It's presupuesto. The word for budget in Spanish is presup uesto. We have the presupuesto para el año 2027 para presentarle a ustedes. So for all of our English speakers, we're going to say the word presupuesto. So follow after me . Presupuesto. Good. Awesome. We can all learn. I'm really happy to join you today and present this budget. I want to tell you, we have made a tremendous amount of progress in our city of of Allentown budget …

That's where we test. We pick a couple of major programs. We test internal control and complia …
