City Council Meetings

Traffic Commission

Hall of Fame Board

Historic Landmarks Commission

The Commission recommended approval of the National Register nomination for the Wheeling Historic District Expansion to the State Historic Preservation Office. The expansion changes the period of significance, not the district boundary. The demolition review ordinance was discussed but not acted on, and the Commission requested annual demolition lists.

City Council Meetings

Council unanimously approved four ordinances: a $27,030 emergency demolition at 4411 Wood St., a $335,436 demolition contract with RAZE International, a 12-month extension for CT Consultants' flow monitoring services, and designation of six banks as city depositories for 2020. It also gave first reads to ordinances for a $158,072.61 water valve replacement, a $1,994,510 phase III lining project, $265,150 for smart water meters, a zone change at 1701-1707 Wood St., and a street vendor ordinance amendment. Minutes from several boards were accepted, and a Finance Committee meeting was set for February 18.

Planning Commission

The Wheeling Planning Commission will meet to consider a zoning ordinance text amendment, a special area plan/comprehensive plan amendment for GC&P Development, and a site plan review for Carnegie Greene at 30-37th Street. Planning Commission

The Zoning Committee voted 2-0 to recommend the Planning Commission schedule a public hearing on a text amendment to Section 1359.02 that would prohibit all signs in the public right of way, except sidewalk signs in commercial and industrial zones. Staff said the change addresses content-based language and is common in other municipalities. The committee also discussed temporary signs on private property and off-premise commercial signs, but took no action on those.

Human Rights Commission

The Wheeling Human Rights Commission is holding a regular business meeting with updates on past projects, including the SWPALS education outreach and a documentary screening, as well as the annual report. They will also discuss new business such as upcoming community celebrations for Martin Luther King Jr. Day, Black History Month, and Fair Housing Month, and review a citizen complaint log. The meeting is largely procedural, with no major decisions or public hearings scheduled.

Traffic Commission

The Wheeling Traffic Commission will consider four parking-related requests, including a no-parking zone for a fire lane, removal of meters on Eoff Street, and changes to meters on 15th Street. These are new business items open for discussion and decision at the meeting.

The Wheeling Traffic Commission approved three requests, each recommended to City Council as new traffic rules. A no-parking zone was approved for the west side of Hurst Ave in Springdale to create a fire lane. Parking meters were removed on Eoff St between 23rd St and Lane 19 to allow unrestricted parking. Two parking meters at 41 15th St were changed to 2-hour handicapped meters.

The Wheeling Arts & Cultural Commission approved the December meeting minutes and the treasurer's report, noting a balance of $14,996.03. Updates were given on upcoming events, including the Studio Tour on April 25 and the Wheeling Reads kickoff on Feb. 6.

Planning Commission

The Planning Commission approved a zone change request for 1701-1707 Wood Street and 146-158 17th Street, allowing Grant Street Commons to rezone industrially zoned property for residential use. The motion passed 4-2, with Commissioners Scatterday and Jebbia opposed. The commission also approved a site plan resolution for The Linsly School at 60 Knox Lane, and referred a sign ordinance amendment to the Zoning Committee for further review.
