✓ Decided: Conservation Commission advances revised wetlands bylaw for Town Meeting

The Commission unanimously approved a certificate of compliance for 63/67 Homeward Avenue, subject to three conditions including sign relocation and removal of older signs. It also issued a positive determination of applicability for 35 Mountainview Road, requiring a Notice of Intent for the proposed work. The Commission made extensive revisions to a draft Conservation Commission bylaw, including changes to jurisdiction, exemptions, and the 25-foot no-disturbance provision, with a vote planned for August 17. Several matters were continued to the next meeting, and a cease and desist order for 175 Henry Street was confirmed, requiring an after-the-fact Notice of Intent.

Mr. Andrews reported that the flood storage area had been constructed, stabilized, and now provides 50 percent more flood storage capacity than the area that was filled. He presented a simplified as-built plan reflecting current site condition, as requested at the prior meeting. The Chair reported having visited the site and raised two concerns. First, the marker signs were affixed using hex bolts without locking hardware, and the Chair noted being able to remove two nuts by hand. The Commission recommended the application of red Loctite to secure the fasteners. Second, the Chair identified a potential source of confusion with the placement of the third sign (reading left to right on the map), which was located within a mowed area that had been established as the permitted limit of disturbance. The Commission agreed that the third sign should be relocated to coin …
