Public Works - Mar 01 2021 Special
Solon's Public Works Committee is reviewing a request to reject all four bids received February 19, 2021 for the Briar Hill Drive Culvert Replacement Project (Contract 2018.24) because every bid exceeded the $750,000 engineer's estimate by more than 10%. The Engineering Department asks that legislation be prepared to reject the bids, increase the engineer's estimate to $1,000,000, and re-bid the project under emergency so construction can start as soon as possible. The consultant, Burgess & Niple, attributes the higher bids to reinforcing steel costs, decorative railing and architectural treatment, and traffic maintenance on the constrained site.
- Four bids opened Feb 19, 2021: Black Horse Bridge Construction $931,475.00; Eclipse Company $937,218.22; Schirmer Construction $954,920.00; Union Industrial Contractors $989,804.95
- All bids exceed the $750,000.00 engineer's estimate by more than 10%, so bids must be rejected
- Burgess & Niple recommends raising the engineer's estimate to $1,000,000.00 (revised estimate totals $998,426)
- Requested legislation would reject bids and re-bid the Briar Hill Drive culvert removal and new bridge project under emergency
- Consultant cites reinforcing steel at $2/lb (double last year), Caltrans concrete railing, and work-zone traffic signal costs as bid drivers
