Board of Civil Service Trustees

Arts Commission

The Arts Commission will review a design proposal for a mural at 250 North Eastern Avenue. The body will also discuss public art representation on the city website and app, as well as the development of a mentoring program.

The Las Vegas Arts Commission met on December 16, 2021, and approved the minutes from the November 18, 2021 regular meeting by a unanimous vote of 9-0. The meeting consisted primarily of informational reports and presentations from staff on various public art projects, including the East Las Vegas Community Center Mural design, the AMP Utility Cabinet Painting Program, and the Charleston Underpass Mural Project. No other formal actions were taken; discussions on a public art mentoring program and community engagement were held without decisions.

The Las Vegas City Council approved a 63-lot single-family attached residential subdivision (Thrive Townhomes) at the northeast corner of Hammer Lane and Shaumber Road, along with related rezoning, variances, and vacation of easements. The council also approved a 498,343-square-foot mixed-use development at Centennial Parkway and John Herbert Boulevard, and a 9,600-square-foot church at Westcliff Drive and Rainbow Boulevard. Several items were held in abeyance, including a proposed 222-lot subdivision at Lamb and Owens, and a community residence at 6825 Elm Creek Drive.

Planning Commission

The commission also approved a one-motion, one-vote agenda covering 19 items, including special use permits for taverns, a rezoning, and sign plans. A proposed 400-unit mini-storage facility at 700 East Charleston Boulevard was denied, and several items were held in abeyance to January 11, 2022.

The Youth Neighborhood Association Partnership Program (YNAPP) Grant Review Board will review reports and presentations from grant applicants. The board will discuss and possibly take action on the scoring and recommended funding for the 2021-22 fiscal year.

The agency also approved a facility use agreement with the Downtown Las Vegas Alliance for office space at the same address, extending the agreement at $1,500 annually. Both motions passed unanimously 7-0. The meeting was adjourned at 8:50 a.m.

Redevelopment Agency

The Redevelopment Agency is discussing possible actions on three separate development agreements. These include a project at 1501 North Decatur Boulevard and two funded improvement projects in Ward 3.

• Project at 1501 North Decatur Boulevard with Community Development Programs Center of Nevada, Inc.
• Up to $50,000 for neon signs, awning, and paint at 517 Fremont Street for I Scream You Scream LLC
• Up to $95,000 for a project at 201 South Las Vegas Boulevard with Good Hood LLC

The Las Vegas Redevelopment Agency approved a Disposition and Development Agreement with Community Development Programs Center of Nevada, Inc. to build a 100-unit affordable housing project on a six-acre parcel at 1501 North Decatur Boulevard. The land, valued at $1,670,000, will be contributed at no cost, with a 50-year deed restriction ensuring affordability. The vote was 6-1, with Councilwoman Seaman opposed. The Agency also approved a $50,000 grant for exterior improvements at 517 Fremont Street and a $95,000 grant for renovations at 201 South Las Vegas Boulevard.

Parks and Recreation Advisory Commission

The Parks and Recreation Advisory Commission will review the development of the Northwest Regional Park. The meeting also includes reports on city facility issues and emerging department concerns.

The Parks and Recreation Advisory Commission approved the minutes from its December 1, 2020 meeting by a 10-0 vote. The commission received presentations on the development of Northwest Regional Park, including design concepts and survey results, and heard a report on park safety statistics. No other formal actions were taken.

Youth Neighborhood Association Partnership Program (YNAPP)

The Youth Neighborhood Association Partnership Program Grant Review Board will hear presentations from four applicants. The board will then discuss and possibly act on the scoring and recommended funding for these grants.
