Journal
In attendance: Mayor Chissell, Vice Mayor Fuller, Commissioners Goodloe, Hunter, and Newton,
Treasurer Stokes.
The meeting was called to order at 5:05 pm
Review Agenda – Mayor Chissell added two items under New Business:
1. MOU with the Frederick Douglass Museum and Cultural Center
2. Discussion about 2026 priorities
Public Comment – There were no comments.
Review Journal – A typographical error was corrected in the December journal. Motion to approve
the December 8, 2025, journal as corrected was made by Commissioner Newton and seconded by
Commissioner Hunter. The motion was unanimously approved.
Treasurer's Report - Treasurer Stokes presented the Treasurer’s Report for December 2025. Motion
to accept the Treasurer’s Report as presented was made by Commissioner Fuller and seconded by
Commissioner Goodloe. The motion was unanimously approved.

Commissioner Goodloe, in collaboration with Bill McGlockton, will present a security plan to
