Council introduces utility franchise ordinance requiring voter approval
The City Council will hold a public hearing on a special event permit for the Rare Steak Fest. Two ordinances are introduced: one granting a public utility franchise to Public Service Company of Colorado subject to voter approval in November 2026, and another proposing a charter amendment to shift municipal elections from April to November.
