City Council

Cultural Arts Commission

The commission approved the minutes from its July 16, 2024 meeting unanimously (8-0). Bond Study Committee

The Bond Study Committee met and approved the minutes from September 5, 2024. Staff answered follow-up questions, including that the Garland VA serves about 10,000 patients with 800 daily visits, and a hotel on I-30 reduced rooms from 120 to 76 due to parking limits. The committee discussed project prioritization criteria and funding strategies (bonds vs. TIF), and received presentations on several catalyst areas. No formal project decisions were made.

Library Board

The Library Board met and approved the August 12, 2024 minutes. They received updates on the 2019 Bond Program construction projects, including the North Library grand re-opening, West Library roof and siding completion, and Central Library construction progress. Staff reported outreach program results and requested a revised outreach policy, which was discussed but not formally approved. No other substantive decisions were made.

City Council

The City Council adopted the FY 2024-25 annual operating budget, ratified a property tax revenue increase of $21,056,894 (13.31% over last year), and set the property tax rate at 68.9746 cents per $100 valuation, a 12.3% effective increase. The council also approved several development incentive agreements for datacenter and office projects, and issued approximately $45.8 million in tax notes.
