Committee of the Whole

The City Council will hold public hearings on the FY 2023 Alley Resurfacing Program and the installation of multi-sport courts at three parks. The main action items include third consideration of a major rezoning of approximately 104.57 acres near Veterans Memorial Parkway and I-80 for residential and commercial development, and second consideration of a rezoning for multi-family housing at 1112 Bridge Avenue. The council will also vote on contracts for completed public works projects, a new collective bargaining agreement with firefighters, and several liquor license applications.

Library Board of Trustees

The Library Board of Trustees will vote on two policies: one for canceling outreach and programs/events, and another for programming. The meeting also includes committee reports and a customer service training presentation.

The Board of Trustees approved the Programming Policy and Administrative Policy Number 4.10 regarding the cancellation of outreach and programs/events. The Director reported that the library is now fine-free, impacting 9,582 patrons through an amnesty program.

Plan and Zoning Commission

The Plan and Zoning Commission will consider a preliminary plat for Ryder Villas, a 16-lot single-family subdivision on 3.73 acres at 4600 Eastern Avenue. Staff recommends forwarding the case to City Council with conditions including street labeling, setback revisions, and sidewalk requirements. The commission will also vote on approving the January 3, 2022 meeting minutes.

Zoning Board of Adjustment

The Zoning Board of Adjustment will hold public hearings on two hardship variance requests. Mister Car Wash seeks to place a dumpster in a prohibited front yard at 707 E. Kimberly Rd. Aldi Inc. asks to eliminate required transparent windows on a new grocery store at 3643 W. Kimberly Rd.

Civil Service Commission

The Civil Service Commission will meet to appoint a Civil Service Clerk and elect a Commission Chair and Vice Chair. The commission will also certify eligibility lists for several city positions including Compost Equipment Operator II, Maintenance Mechanic, Mechanic, Packer Driver/Loader, and Sewer Maintenance Worker.

Civil Rights Commission

The Davenport Civil Rights Commission will hold a virtual meeting to elect officers for the coming year and discuss commissioner conduct in a closed session. Historic Preservation Commission

The Historic Preservation Commission will hold a work session to discuss a request to replace 73 wood windows with white vinyl windows at the J. Monroe Parker-Ficke House, a locally designated historic landmark at 1208 Main Street. The petitioner, CJ Haas Home Construction on behalf of Delt 100 Alumni Counsel LLC, is seeking feedback from the Commission. City staff have provided the applicant with preservation standards and information on funding opportunities, but note that vinyl is an inappropriate substitute material.

Citizens Advisory Committee

The Citizens Advisory Committee (CAC) will hold a worksession and presentation on Year 49 applications. The committee will also review and approve prior meeting minutes. Public comment is limited to five minutes per speaker, and the CAC cannot take action or respond to allegations tonight.
