Utah ranked to protect effectively and inform taxpayers while providing state and local localities with sufficient revenues. Utah brought these elements together when it implemented its truth in taxation legislature. The truth in taxation has three main elements, calculations of certified rates, transparency with notice to taxpayers, and accountability through public hearing and voting by taxing authority. When truth in taxation was passed, Utah ranked 24th in the nation in property taxes per $1,000 of personal income. Utah now ranks 36th. Even though over the past three decades, property revenues, property tax revenues in the state state of Utah have grown faster. Seeking solutions, state legislatures had implemented a variety of policies. The truth in taxation policy, pioneered and improved by Utah, is the most effective way to address inflation and assessment-driven property tax increases. CLEARFIELD PLANNING COMMISSION MEETING June 3, 2026 6:30 P.M. – Regular Meeting PRESIDING: Brogan Fullmer Chair PRESENT: Robert Browning Vice Chair Kathryn Murray Commissioner Chad Mortensen Commissioner Riley Wheeler Commissioner Nicholas Dragon Commissioner Chris Rocchio Commissioner Jane Budd Youth Commission Ambassador ABSENT: Michael Tan Commissioner (Alternate) STAFF PRESENT: Tyson Stoddard Associate Planner Stacy Millgate Community Development Director Spencer Brimley Assistant City Manager VISITORS: Chair Fullmer called the meeting to order at 6:30 p.m. and turned the time over to staff for training. DISCUSSION ITEMS. Tyson Stoddard, Associate Planner, informed the Planning Commission that the individual scheduled to provide the training, Paul Allred, could not attend due to a family event. Mr. Stoddard provided a training titled Best Practices for Effective Planning Commission Decision- Making. There being no further business to come before the Planning Commission, Commissioner Dragon moved to adjourn.
